Skill with Custom Hardware / Skill with API?

Hi, I'm a student and I was wondering If I could submit a project with custom hardware. Also If I'm using an API (say Google API), then I have only limited number of API calls. If I'm going to publish in the app store, I would not be able to pay for the additional API calls. Very confused. Please help.
