Confusions ino Alexa Skill submission date and certification period

On this link - https://alexa.devpost.com/ under "How To ENTER" - "#9" it is mentioned that skill must be submitted at "Alexa.Devpost.com" and "Alexa Skill Store certification" before 5:00pm ET on May 9, 2017.
On this link - https://alexa.devpost.com/rules under "2. DATES AND TIMING" certification period start is mentioned as "May 10, 2017 (10:00am Eastern Time, USA)" so confused.
My question is if we submit the Alexa Skill for certification to Amazon and the skill gets published between 27 April 2017 (today) and May 9, 2017 then will that skill be eligible for the challenge?

    Hey Infostretch,

    Your skill must be submitted for certification to the skill store AND your submission form must be entered and complete on Devpost by May 9, 2017 at 5:00PM EST.

    The certification period is May 10 - June 13. Your skill must complete certification by the Alexa Skill Store by June 13th in order to be eligible for prizes. Does that help or can I clarify this better for you?

    so during the cert period, you can continue to work on it to pass?

    Hey Tom,

    You won't be able to update your Devpost submission form after May 9 at 5:00PM EST, but you can make small changes to your skill that may be required to pass certification during the cert period. The rules state, "To be eligible for prizes, your skill must have passed certification and be available in the Alexa skills store by the end of the Certification Period. Makers will be allowed to make minor changes (such as bug fixes) during the Certification Period to move through the certification phase. No substantial changes will be allowed, and all skills that do not pass certification by the end of the Certification Period will be ineligible for prizes in the Hackathon."
