While my skill is being reassessed, will my submission entry be considered valid ?

Hello,
I had submitted my skill earlier so that I could have a timely submission. However I got feedback from Amazon about one of the options I selected about COPPA.

They asked me to not resubmit it for certification hence after addressing their concern, I am waiting to hear back from them.

Given the fact I had submitted the skill earlier, will my submission be considered as valid entry for hackathon ?
